Diagnosis and Solution: When the option "raster" is open, it doent appear the tool "Georreferenciador"
Go to the option "Complementos" and select "Administrar e instalar complementos".This is going to open the windiow we can see on the picture below. On the search engine look for "Georreferenciador", we click on the square and now we can see it on the option "raster".
